To assist states and localities in accelerating solar adoption, The U.S. Climate Alliance is partnering with the National Association of State Energy Officials (NASEO) to elevate crucial strategies and tools for state and local governments to reduce the non-hardware costs of solar development. To achieve this goal the project team has conducted a comprehensive literature review and analysis of existing solar best practices publications to compile the following summary report. This report will inform the development of a Solar Deployment Guidebook designed to equip state and local agencies with tools, strategies, and models on proven soft cost reduction methods.
